This old Toy was quality made of colorful metal. The paper adhesive sticker calls it the: “Festival SCREAMER Yo-Yo”, I believe that it whistles as one uses it (uncertain as I have not tried this toy out).   These were originally made by the Cheerio Co. in the late 1960's (not to be confused with the cereal) in Canada—later selling their products in the US; the company was later bought out by Duncan.
